The support of technologic development aims to train specialized human resources to have an available critical mass able to generate an efficient technologic base to correspond the present and future demands, making the consolidation of the Manaus Industrial Pole- PIM possible and create an essential mechanism to support the projects in the biotechnology and agriculture areas.

Manaus Industrial Pole-PIM – Its strengthen through the increase of export is important and the creation of a suppliers’ net , in the region, in a way to replace imports.

It’s fundamental the use of some programs and procedures:

1. Priority program of P&D (to absorb the investments of the law # 8.387/91) aiming to lift up the technologic development, train and enable of human resources in the region.
   
   
2. Set Basic Productive Process (PPB) for a bigger vertical productive chain in Manaus Industrial Pole.
   
   
3. Formation of an Intelligence Competitive Strategic Alliance formed by the reunion snd integration of competencies and scientific and technologic based organizations.

Some alliances are forecasted among the technical nucleus or in other organ to be defined, and the private companies to develop procedures that make the competitiveness gain possible in certain goods of PIM.

:: International Competitive Insertion

Aims to stimulate the export growth and eliminate the external embarrassments related to market protection as a consequence of agreements with Mercosul ambit, Andes Pact, Nafta, Alca and others.

The companies implanted in Manaus Industrial Pole are, nowadays, able to double its productiveness with a little investment, as well amplify export, once the market isn't able to absorb the production. The solution is to increase the export programs and set, each time, more audacious goals

Export Expansion

Goal to 2001: US$ 1,2 billion
Goal to 2002: US$ 2,2 billion

Suframa develops a work action to increase the insertion of its goods in the international market, based on studies of unsatisfied demands of similar consumers goods, quality and local prices from the competitors.

The steps for the consecution of these goals are defined by Suframa Annual Work Plan -PAT:

1. International Commercial Missions to promote the interchange among the Western Amazon and the other mission destination country, providing the approach between local entrepreneurs and foreign companies to attract investments and to generate business.
   
   
2. Amazônia International Fair, to take place in Manaus in 2002, to broadcast the success of the policy and the regional goods as well as attract importers and foreign investors. It's estimated that more than 40 countries will take part in the event.
   
   
3. Export Special Support Program-PEE of the Amazon Government, aiming to contribute to the presentation of projects by sectorial themes, aiming the export for small and medium sized companies.
   
   
4. Amplification of Western Amazon Export and Manaus Industrial Pole-PIM with a systematic accompaniment by the approval of the Special Export Programs granted to the industrial entrepreneurs in all the Western Amazon.
   
   
5. Suframa integration in the formulation of the Industrial Policies and the External Market observing the international transactions done in Brazil and/or Mercosul, aiming to safeguard the ZFM patterns interests.

:: Investment Attraction

Part of the Institutional Mission of Suframa is the attraction of investments that set some strategies to reach the potential investors, dimensioning the expectations, demands and regional, national and international market access from the definition of the productive chains and groups, providing the subsidies for the development of regional policies. The studies done provide the necessary technical base to whom wants to invest, as well as to the region governments, for the formulation of their work planning.

Strategies:

1. Development of the chances of investment- spread the projects economically viable as business opportunities to Manaus Industrial Pole -PIM. The spread of the business opportunities will be done in a intensive way, with international missions accomplishments, fairs and expositions, participation in business events inside and outside the country, visitation to potential investors, seminars and suppliers and production companies meetings;
   
   
2. To hire companies to attract investments focusing in the components manufacturers to increase the productive chain and to diversify the line of the export goods;
   
   
3. Elaboration of diagnostics on the impacts of ZFM over the regional economics.
   
   
4. Participation in tourism/ecotourism development programs and in programs, policies and proposals intended to environment management; stimulating the attraction of investments and the improvement in the basic touristic infrastructure. Technical, logistic and finance support to the Tourism/Ecotourism Programs;
   

• Workshops in the ambit of the National Program for the Municipalization of Tourism-(PNMT);
  
• Participation and technical-finance support in national events (PNMT);
  
• Availability of the spaces and equipment for offices and representations of the Development of Ecotourism in the Legal Amazon - Proecotur;
  
• Recover the roads, urbanization of harbor areas and aiports.
  

5. Concession of tax incentives to industrial projects - approve implantation, amplification and diversification projects, aiming the consolidation of PIM. Parallel to that, Suframa stimulates the companies of PIM to attract their suppliers to Manaus and make the formation a component pole possible, increase the productive chain and diversify the exportable goods lines.
   
   
6. Make the plots available in the Industrial Pole - reinforce de factors of attraction of investments in Manaus Free Zone.

:: Logistics

Tries to provide the necessary infrastructure for the development of projects related to the industrial, commercial and cattle raising sectors, making possible the consolidation and strengthen of Manaus Industrial Pole - PIM - , besides that inducing the development in the inlands of the Western Amazon.

The program intends to:

• Improve the supplementary inputs chain;
  
• Stimulates the logistic operators arise through land sites granting, organization of seminars to disseminate the load motion potential, and other resources.
  
• Stimulates the creation of production distribution centers;
  
• Stimulates the creation of company pools that work logistically for industries and retailers;
  
• Provide infrastructure for the departures from Manaus:
  
• Fluvial ways of the Amazon river linking Manaus to Belém-Brasília with a connection to the South and Southeast;
  
• BR- 174 Road - with exit to the Caribbean passing by Boa Vista/RR;
  
• BR- 319/364 linking Manaus to the South and Southeast passing by Porto Velho and Cuiabá.
  

Strategies:

1. Identify the infrastructures necessities linked to the limitation factors of the regional potentialities and Manaus Industrial Pole for the PIM dynamics.
   
   
2. Maintenance, enlargement and modernization of the infrastructure in the pioneering areas and expansion of the Industrial District intended to serve to the implantation of new industrial enterprises.
   
   
3. Keep the territorial limits of the Industrial District and cattle raising endowing them with guard and surveillance that ensure the safety of the patrimony and autarchy.
   
   
4. Implantation, enlargement and rural conservation of the cattle raising District making the expansion of the activity possible in those areas.
   
   
5. Implementation of the goods storage and trading complex in Manaus Free Zone- ZFM enabling the strengthen of the economic activities of the commercial sector, improve competitiveness of the PIM industries and increase the business level in the region.
   
   
6. Building and implantation of the CBA/Probem physical space (Amazon Biotechnology Center) with partnerships with the Ministry of Environment, Hydro Resources and the Legal Amazon (MMA) and Ministry of Development, Industry and External Commerce (MDCI) and the Amazon State.
   
   
7. Interaction of the state taxes of the Western Amazon and Macapá/Santana/AP, through a own system (SINTEGA) that makes the arrived goods control possible in the stimulated areas and run by Suframa.

:: Inlands Development

Inlands Development is a way that Suframa has been following for the past for years, to distribute part of the wealth generated in the Industrial Pole to the Western Amazon inlands. It's a program run in partnership with other organs and through the signature of partnerships with financial participation of other government states and cities of the region, in the infrastructure work, sanitation and rural production motivation.

One of the guidances for the inlands development is to promote the use of regional potentialities, supporting programs that ensure the flow of this process and the attraction of new investments to the Western Amazon, through the spreading of implementation studies and actions that make the self-sustainability possible, creation of new jobs and incomes and the best wealth distribution in the region.

The other guidance of this program is the promotion of the local sustainable development with the use of a model to the Amazon able to, at the same time, preserve the productivity capacity of the natural resources, make their use economically possible, and provide life quality to the inhabitants.

:: Institutional Development

To carry out the activities and fulfill the Institutional Mission, Suframa attempts to maintain and improve its administrative machine, in the continuous search for organizational development. The procedures are applied to its human resources as well as logistic, that is, facility, equipment, installations and work conditions.

In the development of its human resources, Suframa ensures:

1. Human resources activities operation;
   
   
2. Training of human resources, in technical levels, administrative and management promoting improvement and updating of knowledge.
   
   
3. Intern Program for students, providing studies complementation and apprenticeship for the students, in terms of practical training and technical, cultural, scientific and human relations improvement.
   
   
4. Life Quality at Work Program, promoting the improvement in the professional inter relationships and servers, stimulating a healthy life, improvement in the job environment, as well as diseases prevention.
   
   
5. Sharing of management information, diffusing the strategies of the Institution and Manaus Free Zone along with the servers and collaborators, collaborator leveling political speech and awareness and Management guidances.

For the logistic improvement, suframa attempts for the search of carrying out the administrative activities, starting with maintenance and the development of the required resources.

1. Acquisition, maintenance and conservation of the sources to promote the necessary environment for a good operation in the autarchy.
   
2. Improvement in the rendered services to suframa, through accompaniment of the contracts for rendering the daily services.
   
3. Maintenance of the institutional permanent activities with effectiveness and quality.
   
4. Modernization and amplification of the communication means, including the emergencial needs assistance.
   

Regarding administrative modernization, suframa strategies are:



1. Re-evaluate the Strategic Planning starting from the mission, observing the mutant conditions aiming to reach the goals set or re-align the goals, if necessary.
   
   
2. Video conference system, to promote the autarchy integration with other institutions.
   
   
3. Tracking system, digitalization, storage of documents and lawsuits, facilitating control the movement control.
   
   
4. Updating and modernization of the cartographic base in the areas of suframa properties with the implantation of a digitalization system for maps bases on radar images.
   
   
5. Quality development with the implantation of a managerial quality system, optimizing the administrative and operational processes, keeping an excellence standard for the inside and outside client assistance.
   
   
6. Update and integration of the decentralized units with the communication headquarter net.
   
   
7. Implementation of the National System to avoid bureaucracy in the ambit of suframa.
   
   
8. Analyses and diagnostic system financial-economic in the companies supported by the autarchy, aiming to subsidize the strategic decisions.
